If she stayed at a reasonably constant rate, then she was looking at around 4 and 1/2 months before she lost the full 45 pounds. So that would be 4 one month packages. She could order a 2 week package for the remaining weight, but a better idea might be to go ahead and get a full month package for that 5th month so she would have extra food for transition. Many people find it helpful to go off of the diet gradually rather than all than once.

But to answer the question posed, there is no set amount of time to be on Nutrisystem. Most people will stay on the diet until they lose their target weight. And some give themselves a little extra time to transition off so that they have the best chance of long term success and of keeping the weight off.
